Even a team that is already in does not know its group, its opponents or its route until the group draw, which cannot be held until the play-off tournament finishes on . Until then the match schedule carries placeholders: every card says what its slot means rather than naming a team it cannot know.

Twenty-nine of the 32 places are awarded by the six confederations: 11 to Europe, six to Asia, four each to Africa and the Concacaf region, three to South America including hosts Brazil, and one to Oceania. The last three go to an inter-confederation play-off tournament contested by ten teams.
